United Nations Development Programme  (UNDP)-supported and Global Environment Facility (GEF)-funded  Project ‘Building energy efficiency in North-West Russia’ is implemented jointly with the Federal State Budgetary Organization Russian Energy Agency under the Ministry of Energy of the Russian Federation.

Arkhangelsk, Pskov and Vologda regions within the North-West Federal Okrug (constituency) are among the Project’s pilot sites. The Project’s strategy is to reduce existing institutional, management, information, technological, investment and educational barriers that hinder massive use of energy efficiency technologies and effective tools in building sector as well as housing and public services sector.

The UNDP-supported and GEF-funded project ‘Building energy efficiency in North-West Russia’  mainly aims:

- to enhance energy efficiency regulatory environment; 

- to set up systems for urban energy management; 

- to develop a system of continuing studies in energy efficiency tailored for various age groups starting from elementary school children to older generation;

- to implement demo projects aimed to roll out best practices in energy efficiency deployed in building construction and complete overhaul.

The Project is expected to reach the energy saving indicator at  the level of 11,755 Mwh per year and reduce direct green gas emissions by  2,380 tons of CO2 per annum. Thus, the Project anticipates to hit a total of 48,050 metric tons of CO2 equivalent based on 20-years’ upkeep of buildings.

Can you imagine your life without electric kettles, washing machines or fridges? We take this easy comfort for granted. At the same time, number of fully equipped houses, apartments and offices is growing immensely. Hence, electricity consumption rockets up. In addition, global warming and climate change as real threats to the entire humanity remain much-discussed issues. 

Here comes an option. We have either to develop new energy infrastructure or to focus on reduction in electricity consumption. In addition, this choice turns out to be more complicated than it might seem at first glance.

Countries differ in availability of natural resources, living standards, level of technological development, etc. Technologically advanced countries, where citizens show high level of civil and environmental responsibility, went for low-carbon development. In order to be equal part of this community, we should make use of the existing global experience and factor in lessons learnt.

Project "Standards and Labels for Promoting Energy Efficiency in the Russian Federation" aims at mitigating greenhouse gas emissions in Russia through a wide-scale market transformation towards energy efficient household appliances. This ambitious target is approached through a phased introduction of energy efficiency standards and labeling.

Development of monitoring, verification and enforcement (MV&E) system for household appliances is one of the Project’s priorities. Failed expectations and health threats posed to consumers are among major factors that retard technological progress. Energy efficiency standards and labels form the basis and ensure dynamic development of science and technology along with consumer protection.

Jointly with Rosstandart (Federal Agency for Technical Regulation and Metrology), the Project develops a network of independent testing laboratories to help control conformity with valid EE parameters and EE labeling for household appliances. The laboratories are equipped with unique reference test equipment, standards, and guidelines for testing. The Project supports training of laboratory personnel available in best national and international training centers.

Also, the Project launched the public awareness campaign ‘A class is a standard of living’ to promote household appliances of high EE classes. The Project teamed up with Fixiki, a Russian animated series, to produce an animated video.

Interactive educational EE labeling area as part of the housing and public services role-playing activities was developed at Kidburg facility located in the Central Children’s Shopping Mall on Lubyanka street in Moscow (Kidburg is a national network of indoor theme parks that provide role-playing environment by mimicking adult professional activities).

At this point, the Project works on a series of articles with tips on how to choose household appliances to be posted on Yandex Market.

The Project produced a viral thematic video for Internet distribution. Interactive sites to inform the public about energy efficient household appliances were organized in major Moscow city parks.

­As part of the public awareness campaign, thematic photo contests and advocacy events were organized in residential neighborhoods in Moscow city.

The Project facilitated a new nomination for household appliances under the national contest for energy efficiency projects.

Project of the Russian Ministry of Energy/UNDP-GEF ‘Transforming the market for efficient lighting’

Launched in 2010, the Project “Transforming the market for efficient lighting” is mainly aimed to reduce greenhouse gas emissions through improved energy efficiency in lighting in Russia. The Project is implemented under the agreement between the United Nations Development Programme (UNDP) and the Russian Ministry of Energy with financing from the Global Environment Facility (GEF).

Russian lighting sector equals around 109 billion kWt-h per annum with the technological capacity to save at least 60% of electricity. Joint efforts by national partners and the Project throughout its six years of implementation laid the groundwork for Russia to reach such a level of energy saving in the lighting sector and to transform the market towards efficient lighting.

One of the objectives of the UNDP-supported and GEF-funded Project is to develop energy efficiency standards in lighting and to improve regulatory environment with the aim to promote expansion of the market of energy efficient technologies in lighting. The Project helped modify current construction rules and regulations related to lighting. Supported by the Project, new requirements for energy efficiency of lighting products that are purchased for public use have been devised and approved by the government. 

The Project works hard to devise and roll out unified requirements for energy efficiency in lighting in the Customs Union to enable increase quality of lighting products on the common market and boost  lighting market in the countries of the Customs Union.

The Project develops the system for quality control and energy efficiency of lighting products on the national market. The system will help increase consumer trust in new energy saving technologies.

Jointly with the regional centers for standardization and metrology, six photometric laboratories were established and now functioning in Russia based in the largest cities: Moscow, St. Petersburg, Nizhny Novgorod, Samara, Ufa and Krasnoyarsk. The Project supports trainings for laboratory staff to improve their knowledge of quality control of lighting products and photometric measuring. The Project helped involve leading international experts to facilitate the trainings.

The Project partners with lighting companies so as to implement annual monitoring of the market and to run independent testing of lighting products. The results of the independent testing and data on current trends in the national lighting market are shared with the government and are published in professional periodicals.

The Project teamed up with select Russian regions, including Moscow, Vladimir, Ulyanovsk and Nizhny Novgorod regions, to run pilot initiatives that would help upgrade lighting based on energy efficient technologies in 15 schools and enhance street lighting in seven cities. For the past two years a total of 40,000 energy efficient lamps were installed and automated management systems were introduced. 

The UNDP-supported and GEF-funded Project ‘Transforming the market for efficient lighting’ jointly with regional authorities helped attract around USD 8 million of private investments through contracts with energy service companies.

Developed and published with support of the Project, textbooks on efficient lighting are now available for students at major high schools in Russia and select countries of the Customs Union. 

The Project makes a lot of efforts to raise awareness of the public about efficient lighting. Thus the Project provided financial and expert support to help create an educational web portal energourok.ru that provides universal access to informational materials and guidelines for energy saving and energy efficiency in lighting. Supervised by the Ministry of Energy, the web portal will remain the major knowledge sharing platform at national level aimed to promote energy efficient lighting.

Jointly with the Russian Ministry of Energy and the Ministry of Science, the Project helps better knowledge among school children and the public about the need to save electricity and energy efficient technologies through national contests for school children, classes on efficient lighting and theme festivals.

Since 2015, the UNDP-supported and GEF-funded Project has been an official partner of ENES, where the Project organizes panels on a wide range of issues linked to promotion of efficient lighting in the countries of the  Customs Union.

The highest governing body of the fund is its Supervisory Council, which is chaired by Deputy Minister of Education and Science of the Russian Federation Alexey Ponomarev. In accordance with the charter of the fund, the council determines priorities for its activities, establishes its strategies, and sets its budget.

The Management Committee is the fund’s collegial executive body. It is chaired by RUSNANO CEO Anatoly Chubais. Andrey Svinarenko is CEO of the Fund for Infrastructure and Educational Programs.
