ENES 2016 Forum results

On November 23-25, 2016, the Gostiny Dvor in Moscow hosted the 

5th International Forum on Energy Efficiency and Energy Development ENES 2016 which is the largest event in the field of development, introduction and implementation of energy efficient technologies and energy development. Once again the Forum confirmed its status as the major energy event of the year: within three days it was visited by 15,992 people. 7,500 attended the first day of the event; the figure that was near to the Gostiny Dvor potential capacity.

ENES exhibition was extensive: at more than forty stands Russian and international companies presented the best energy conservation solutions. Business program was also full scheduled: more than 40 events comprising plenary sessions, panel discussions, round tables and meetings.

The main event of the first day of the Forum was the plenary session that focused on the joint efforts of the leading cities for sustainable development and innovation. The discussion was attended by: Russian Energy Minister Alexander Novak, Moscow's Deputy Mayor Pyotr Biryukov, the Lord Mayor of Dublin (Ireland) Brendan Carr, Director General of "Rosseti" PJSC Oleg Budargin, Chairman of the Board of Directors of "RZD" JSC Oleg Belozerov and President of Siemens Russia Dietrich Moeller. 

"The world continues to urbanize. According to the UN, in 1950, 30% of the population lived in cities while in 2015, the figure increased to 54%. It is projected that by 2050, 66-70% of the population will live in cities. Russia stands out in this regard: 75% of our population lives in cities, with cities consuming 75% of all energy. At the same time, in developed countries, about 60-80% of the population lives in cities, but energy consumption there is scarcely increasing, via enhanced energy efficiency as well. In order to ensure a comfortable stay in cities, it is necessary to introduce a "smart" technology." The capital has achieved notable successes in energy efficiency and energy systems development: Moscow is among recognized leaders along with such cities as Singapore, Shanghai, Amsterdam and Verona," Alexander Novak said. 

"Since 2010, Moscow has significantly reduced the consumption of all energy resources. In addition, for six years there was not a single major accident on heat or electricity networks," Pyotr Biryukov confirmed. Oleg Budargin specified that the average time for restoration of power in Moscow was 34 minutes that represented a good indicator while Oleg Belozerov said that the capital, in addition, has the potential to develop a transport hub, and the recent launch of the Moscow Central Circle, a new type of urban agglomeration transport system, was the result of the work in this direction. Dietrich Moeller supported colleagues, saying: "The architecture of modern agglomerations should become more flexible, adaptable to changes, effectively using its potential," while Brendan Carr believes that today environmental issues should be one of the top priorities and every citizen should be responsible for the environment of the city.

For the first time the International meeting of mayors for energy efficiency and sustainable urban development was organized within the framework of the Forum. The meeting gathered the heads of more than 20 Russian cities, as well as delegates from Greece, England, Italy, Kyrgyzstan, Germany, Hungary, Ireland, Indonesia and Slovakia. The attendees noted that all countries have the potential for energy efficiency, and today one of the key roles is assigned to the cities that form the engine of innovative technologies implementation. The Russian cities’ heads signed a joint statement on energy efficiency and sustainable development, as well as the Declaration on comprehensive development of social infrastructure in sparsely populated and remote areas (micro settlements).

The meeting "From innovative technologies to development strategies for remote and sparsely populated areas" discussed that currently about 120 thousands of our country settlements are home to not more than 200 inhabitants. Deputy Russian Energy Minister Anton Inyutsyn said: "The residents of these settlements, like all Russian citizens, should be provided with electricity at affordable prices, transport infrastructure, educational and medical services, postal and banking services, modern communications – it is a part of the Russian Federation Government's socio-economic policy. To address this problem affecting over 10 million people in our country, we need an integrated interdisciplinary approach to create a unified interdepartmental concept of sustainable development of social infrastructure in small settlements and remote areas." Deputy Minister of Telecom and Mass Communications of the Russian Federation Dmitry Alkhazov, Deputy General Director of the FSUE "Russian Post" for property issues Evgeniy Elfimov, Deputy Minister of Transport of the Russian Federation Valery Okulov, Director General of the "Agency for Strategic Initiatives" (ANO) Andrey Nikitin, Director General of "IDGC of Centre" JSC Oleg Isaev, First Deputy Governor of the Vladimir region Lydia Smolina, Deputy Governor of the Murmansk region Evgeny Nikora, a partner with Strategic Business Solutions Vladimir Samokhvalov and other invited experts took part in the discussion.

Another important event is the "Global Energy" Prize Laureates Summit that brought together world-renowned scientists and leading experts from six countries, who exchanged views on the stress scenario of the world energy development. While predicting the future of the industry, the summit participants concluded that the new energy paradigm and new technologies would become the answer to the challenges of modernity.

The ceremony of awarding the winners of the Third All-Russian competition of implemented projects in the field of energy saving and energy efficiency ENES took place on the same day. The representatives of the Tatarstan Ministry of Industry and Trade, the Department of Fuel and Energy Complex and Tariff Regulation of the Vologda region, the Department of Fuel, Energy and Tariff regulation of the Yaroslavl region and the Management of culture of Administration of city district the city of Rybinsk received the Awards from the hands of Russian Energy Minister Alexander Novak in the nomination "the Best organization of the Festival of energy conservation #ВместеЯрче (#BrighterTogether) in 2016."

The awards were also given out to the participants of the Second All-Russian competition of mass media, press services of energy companies and regional administrations "MediaTEK" organized by the Ministry of Energy of the Russian Federation. This year, the Federal stage of the competition received more than 350 works from 60 regions of Russia; all of them have been assessed in the Federal Expert Council. The winners of the Federal round were determined by the results of open Internet voting on the Contest's website. The awards were presented by Russian Energy Minister Alexander Novak and the press Secretary for the President of Russia Dmitry Peskov, who headed the Expert Council of the Contest. 

The second day of the Forum began with a tour of the exhibition by Minister Alexander Novak, Chairman of the Board of Directors of "RUSNANO" OJSC Anatoly Chubais and other high-ranking guests who appreciated energy efficiency solutions presented by the Russian and international companies. 

The key event of the day was the plenary session "Energy efficiency and energy development in Russia: Meeting the Challenges." Russian Energy Minister Alexander Novak, Chairman of the Board of "SOGAZ" JSC Anton Ustinov, Chairman of the Board of "FGC UES" JSC Andrey Murov, Adviser to the Chairman of the Group of leaders and the High-Level Experts at the UN Secretary General, Member of the International Committee on "Global Energy" Prize Award, a Nobel Peace Prize Laureate in 2007 (Republic of Korea) Rae Kwon Chung, the UK's Foreign Office's Special Representative for climate change Sir David King and Director General of "Gazprom Energoholding" LLC Denis Fedorov participated in the discussion. 

Alexander Novak outlined the main challenges facing the global energy. The Minister mentioned the sharp decline in hydrocarbon's prices; no one predicted this situation and it is unclear how it will develop in the future. Another challenge is achieved and expected technological breakthroughs. Also the Minister drew attention to the rapid pace of market globalization that resulted in intensified competition among market participants; the climate agenda demanding the new requirements for energy producers; the growth of the state intervention in the market mechanisms and a significant slowdown in the consumption of fuel and energy resources. 

Upon completion of the official part of the meeting, the Minister awarded the winners of the 13th All-Russian contest of youth scientific projects in the field of energy "The Energy of Youth." Scientists below 35 years old from all over Russia had a claim on victory. The research projects of the research groups under the leadership of Mikhail Andreev (Tomsk), Andrey Minakov (Krasnoyarsk) and Ivan Starkov (Saint Petersburg) were recognized as the best.

The panel discussion titled "Reforming of the energy audit: savings and integration into the business processes of energy consumers" triggered a strong interest among the forum participants. Deputy Russian Energy Minister Anton Inyutsyn said: "A reform of the energy audit is required. The task to reduce GDP energy intensity was set in 2008; the survey on energy was introduced. As a result, by 2012, we experienced huge public sector expenditure, some problems with self-regulatory organizations and monitoring of their activities. It's not even about control over SRO; it's about what followed these surveys on energy, because in 90% of cases nothing followed. According to our information, more than 10 billion rubles were spent for the whole period of surveys on energy, which peaked in 2011-2012. It was easier to allocate these funds to specific objects to obtain economic and technological effect." 

The All-Russian meeting on the promotion of energy saving lifestyle and FEC's information openness was held. By combining the efforts of young people, non-governmental organizations, federal and regional agencies, major companies, administrations, universities and the media, this year saw the First All-Russian Energy Saving Festival #ВместеЯрче (#BrighterTogether), the idea of which was born during the ENES 2015. The meeting summed up the results of relevant activities of regional authorities and companies identifying the best examples for replication and discussed the tasks assigned for 2017.

All-Russian competition of implemented projects in the field of energy saving and energy efficiency ENES-2016 with diplomas and memorable prizes. Among the winners are "Fortum" OJSC, Kindergarten of the combined type No. 49 of urban district of the city of Salavat of the Republic of Bashkortostan, Republican Youth Library named after V. H. Columbus of the Republic of Mari El, Kazan State Power Engineering University (Tatarstan), Kindergarten "Skazka" of the Republic of Mordovia, "Gazprom Neft" PJSC, Rehabilitation center for children with disabilities "Flamingo" of the Kemerovo region, the Tatarstan Ministry of Industry and Trade and the GAU "Center of energy saving technologies at the RT Cabinet of Ministers of the Republic of Tatarstan," the Department of Housing and Communal Services of administration of the Vladimir region, Regional Center for Energy Efficiency of the Tambov region, Volga State University of Technology of the Republic of Mari El, a branch of "IDGC of Centre" PJSC "Yarenergo" of the Yaroslavl region, Agency for Management of Fuel and Energy Complex of the Krasnodar region.

Traditionally, in the framework of the ENES, the All-Russia meeting "On preparation of electric power engineering entities for the autumn-winter period of 2016-2017" headed by Alexander Novak was held. The Minister noted that the main task of the Ministry was to ensure safe and reliable operation of power equipment in the current heating season. After the Ministry of energy inspection, 78 companies received their certificates of readiness; five companies did not receive due to non-fulfillment of the basic or additional conditions of readiness. 

"We have prepared an order that includes measures to eliminate detected violations and concerns, with their deadlines being identified. If in the next year the company does not fulfill the certificate of readiness requirements, for the next period of works in the autumn-winter season a certificate of readiness will not be issued," the Minister said.

A number of agreements were signed during the Forum. Thus, the Ulyanovsk region and "Legrand" French company have agreed to build a plant for production of low-voltage switching facilities. The "Skolkovo" Foundation and "Schneider Electric" company have announced the launch of Research and Development center in the field of software at the "Skolkovo" territory and signed the act to start works of the center and its development program. The Deputy Governor of the Murmansk region Evgeny Nikora, on behalf of the Government of the Murmansk region, signed an agreement with Director General of "Bioenergo" OJSC Aleksey Garbuzov on cooperation to implement measures of the Comprehensive investment project modernization of the heat supply system of the Murmansk region for 2015-2030 in the territory of the Murmansk region, the construction of boilers, providing, in particular, the construction of boiler facilities using a peat which is the local fuel. 

RUSNANO and "Fortum" also agreed to cooperate in the field of wind power generation signing a preliminary agreement, which provides for the establishment of the Park of wind power generation capacity in the coming years, with a total capacity of several hundred megawatts. The signing was attended by Russian Energy Minister Alexander Novak and Governor of the Ulyanovsk region Sergey Morozov. 

Another tradition of the ENES Forum is the Youth day. This year it was attended by about five thousand people. Minister Alexander Novak, who met with the younger generation, noted the growing interest of young people in energy efficiency and energy saving.

In total about 14 thousand people and 100 partner companies, including world leaders in the energy industry, were registered to attend the ENES 2016. The Forum was covered by 700 journalists.
